Unusual photo, of a very well photographed bridge

In the article that you linked to I noticed this: “the blue is preferentially scattered out of the line of sight, and the remaining light ends up appearing green.” That strikes me as a makeshift explanation, which is to say a non-explanation. Who or what is doing the preferring?
